Community-Led Governance

In the initial phase, METAO establishes a bicameral legislature consisting of the Triumvirate and the Senate. The Triumvirate, comprising Opentensor Foundation employees, initiates proposals, while the Senate, formed by top delegate hotkeys, approves or disapproves them.
